Step 1

Blur the background using the "Blur" filter (Filter - Blur). But before applying it to the image, separate the main subject from the background. The better the separation is, the clearer and more expressive the foreground will be. You can use any of your favorite selection tools. For example, use the tools Marquee (Selection) or Lasso (Lasso).

Step 2

One of the easiest and quickest ways to achieve this goal is to select using a quick mask. To do this, click the Quickmask icon on the toolbar or the letter "Q" on your keyboard.

Check that the default table foreground and background colors are black / white. Take a hard brush large enough and start selecting the desired object. Closer to the path - make the brush smaller to make the selection more detailed.

Step 3

After the entire silhouette is selected, press the letter "Q" or the "Quick Mask" button again. The mask will be removed, and the object will remain selected. To soften the border of the transition from the main image to the background, smooth the edge. To do this, click Gaussian Blur (Refine Edge) in the Select menu. Now invert the image (shift + ctrl + I) and copy it to a new layer (keyboard shortcut ctrl + J).

Step 4

So, on a new layer, you have a background image. This is where you need to apply the "Blur" filter. Choose the most suitable from the offered options. For example, go to Filter - Blur - Radial Blur (Filter - Blur - Radial blur), or Gaussian Blur (Gaussian blur). Adjust the filter overlay options for the best result.

The blur will only be applied to the background without affecting the main subject. But this is exactly what is needed.
