On the Internet, you can find funny animated images made from video fragments. Cutting out such an animation is not very difficult, it is enough to save a fragment of the source file as a sequence of frames and assemble them in a program that can work with animated images.

- - Photoshop program.
Instructions
Step 1
To create a sequence of frames, open the file from which you want to cut the animation in the VirtualDub program by pressing Ctrl + O or using the Open video file command from the File menu.
Step 2
Find the frame from which the passage of interest begins. This can be done by enabling video playback with the Play button. If the file is long, move the slider that can be seen under the preview window with the mouse. You can move one frame forward or backward using the cursor keys.
Step 3
Set the start of the section using the Set selection start option from the Edit menu. Rewind the video to the end of the segment you are interested in and specify the end of the selection with the Set selection end option from the same menu.
Step 4
Save the selection as separate images. The Image sequence option from the Export group of the File menu will help you do this. Specify the folder where this whole sequence of images will be sent and the format of the files to be saved. If you want to control the compression of frames, select the jpeg format. The compression ratio of the image can be adjusted in the same window using the slider. The process of saving frames will begin after you click on the OK button.
Step 5
If you do not specify other settings, frames will be saved with a sequential number in the file name. Open the very first file in the saved sequence in Photoshop.
Step 6
Open the animation palette with the Animation option from the Window menu. The palette will appear with the first frame already existing in it. Add a second frame by clicking on the last frame doubling button, which looks like a folded leaf.
Step 7
Using the Place option from the File menu, insert the next frame in order into the open document. You will notice that the image in the second frame of the animation palette has changed. Add another frame to the animation and place the next image in order in the document using the Place option. In this way, insert all the saved frames.
Step 8
Adjust the duration of the frames in the animation. To do this, select the first frame and, pressing the Shift key, click on the last frame. Click on the arrow at the bottom of any frame and select the frame duration from the list or enter an arbitrary value.
Step 9
If you wish, you can crop the animation by cropping the excess with the Crop Tool. The Image Size option from the Image menu will help you change the linear dimensions of an image.
Step 10
Save the animation cut from the video using the Save for Web option from the File menu.
