Using the link "Layer" - "Duplicate Layer" tilt the required number of layers. It should be equal to the number of frames. For example, if you plan to set the stars to blink three times in the picture, and each blink should be replaced by another, then prepare three layers - one for each effect.

On the lower right menu in the "Layers" tab, select one layer with an eye, and remove the marks from the rest.

From the top menu in the Window field, select Animation. A special scale will appear in the workspace, in which the fragment selected by the eye will be displayed.

Find the command "Duplicate selected frames" on it, click as many times as you have layers in the lower right menu. Attach each of them to a specific frame. It is done like this: select a fragment on the animation scale, put the "eye" on the desired layer, remove the marks from the rest of the elements. Repeat the operation with each layer.

Stop at the first layer - it's time to modify the image. Add effects according to your idea and move on to the next element - to do this, simply move the eye icon to the desired layer.

Set the time on each frame - move the cursor over the desired fragment, press the right mouse button and select the required interval from the drop-down list. Repeat with each element.

Preview the animation, modify if necessary, and save (File - Save For Web). The valid file format is Gif.
