Such a garland is made very simply, and no special or expensive materials are required for it.
For any occasion, you can make such a garland. Its important advantages are the extreme simplicity of execution and the ability to modify it according to your own taste.
To create a garland with your own hands, you will need thick paper, multi-colored cotton threads (like "Iris" or the like, that is, not too thin), scissors, and a needle.
1. Cut circles of the same size from colored thick paper (or different ones).
2. Cut the thread to the required size (it seems to me that the optimal thread length is from 50 cm to 2 m).
3. String paper mugs. To prevent them from sliding along the vertical thread, tie a knot after each circle. The distance between the circles can be arbitrary, but do not place them too rarely.
4. Tie each thread with paper circles strung on it with a string that will be fixed in your room. Instead of a lace, you can take a thin strip.
to fasten threads with strung circles, you can take not a straight base, but a round one (roll up a rigid wire in the shape of a circle and place it horizontally). In this case, your garland will resemble a mobile and can be hung in the middle of the room.
Note that it is not necessary to cut the paper parts into circles. Flowers, leaves, and other simple forms will look very nice.
