In order to create the simplest animation, you will need a photo editor that supports this feature. The most famous among its counterparts is Photoshop.

Select the pictures from which you are going to create animation. There should be at least two of them. If you want to make animated text (the simplest kind of animation), one is enough.

As an experiment, cut out several frames from one picture using Photoshop's tools. The latest versions of the editor include the ImageReady utility, which is designed to work with.

Having prepared the material, open all your pictures in the working program and create a new canvas. Layer the images on top of each other in this new document. To do this, using the Selection tool, cut out the desired area in each document and copy it onto a new canvas.
