Squeeze the edges of the paper tightly with both hands between your index and thumbs. Pull the wrapper or paper tightly. Bring it to your mouth and blow. If the whistle does not work right away, then try to change the position of the lips several times and experiment with the tension of the piece of paper. As a result, you will definitely find a suitable option. If the sound is not too loud, then thoroughly wet your lips with water and try blowing again. This is the simplest version of a paper whistle.
