Of course, the event itself can take place in the water protection zone, but there will be restrictions, for example, on the arrival of vehicles. This can create some inconvenience when transporting the equipment. The specialist of the department can put forward some other conditions - to demand the installation of dry closets and trash cans. You will have to agree with this and conclude an appropriate contract with the utility company that provides such services.

Consider where you will get your voice and lighting power from. There are several options. You can contact the local branch of the power supply company, write and pay for a temporary connection application. In this case, you will be firmly sure that everything has been done in accordance with safety requirements. You can use a mobile or portable generator. The first one can be found in the military unit stationed in your region, the second one can be simply bought. In hardware stores, the range of generators is quite large, the power can be very different. Take care of the fuel and appoint a person who will be in charge of the operation of your "power plant". You can also power the equipment from the car.

Set the scene. It can be modular. Very often plastic stages are purchased by cultural institutions for street concerts. Its advantage is that it can change size. If anyone in your city has such a scene, negotiate a lease. You can also make a wooden folding platform, as well as use natural elevations (for example, if the concert takes place on the ruins of an old seaside fortress).

Think about how you will cover the stage in case of rain. This is necessary not only for the performers to feel comfortable. Electrical equipment is dangerous in wet weather. You are unlikely to find an awning of the required size on sale, and if you combine several, it will not turn out very beautifully. So get a decommissioned parachute. If it turns out to be bright, you won't need any more decoration. You can also make a wooden shed or buy an inflatable "shell". The latter is extremely dressy, but it needs to be pumped up.

Pick up a set of equipment. In any case, you will need speakers, several microphones and microphone stands, a mixer. Everything else depends on the program of your open air, which must be formed in advance. If the nights are dark in your area, you need a few spotlights. Sometimes they are replaced by car headlights.

Agree with sound technicians. For a long concert, there should be at least two of them. If your event is supported by a cultural institution, it will usually provide operators along with the equipment. You just have to agree on the payment.

It is also necessary to think about the comfort for the audience. Much depends on the conditions. If you are doing a beach concert and dancing, you can do without benches. Spectators will sit on the sand or on stationary small forms. For a bard's gathering, benches are not necessary either, the listeners are accustomed to sitting on the grass or sand, and their clothes are appropriate. For a folk festival or a concert on the embankment, you should bring a certain number of benches.

It's great if the audience can have a snack somewhere along the way. A permit is required to set up a stationary tent, but it is quite possible to put a counter, several tables and chairs. Agree with entrepreneurs who have permission to trade on the road.
