Step 1
Prepare the documents required to build or purchase a radio station. The opening of radio amateur broadcasting can be carried out only after obtaining a written permission from the regional bodies of the State Communications Supervision. You will need to fill out an application form, attach to it a certificate from the commission about passing the exam and a photograph of 4, 5 x 6 cm.
Step 2
If you are not yet sixteen years old, then additionally prepare a certificate from the housing authorities about the place of permanent registration and a statement from the head of the family, in which he indicates that he does not object to the issuance of a permit for the construction of an amateur radio station and takes responsibility for observing the rules for its use and safety precautions.
Step 3
In the event that you decide to open a collective radio station, indicate in the application the proposed location for its location and the person you recommend as the head of the station.
Step 4
Pass the Regional Qualification and Disciplinary Commission exam on the knowledge of the amateur radio minimum. After successfully passing the test, you will receive a certificate that must be attached to the application.
Step 5
Submit the package of documents to the regional department of State Communications Supervision. After consideration of the application, this body will issue a permit or make a reasoned decision to refuse. After receiving the permit, you must, within six months, install the equipment, prepare it for work and present it to the authority that issued the permit for control. To do this, send a written notice there. If the deadline is violated, you lose the right to build a radio station.
Step 6
Based on the results of the check, representatives of the State Telecommunications Supervision Service will draw up an act on the basis of which you will be issued a permit in the prescribed form. You will also need to pay a one-time registration fee and then pay your annual maintenance fees. Be sure to keep a copy of the act, permission and receipt of payment of the fee. Issuing a duplicate permit is troublesome. After completing the described actions, you are entitled to work on your radio station.
