In 2006, already being a high-ranking official of the state level, Vitaly Leontyevich defended his doctoral dissertation on the topic of regulation of the development of physical culture and sports.
Mutko entered politics back in 1980, when he became a member of the Communist Party of the Soviet Union. His activity and responsibility were highly appreciated, in 1983 he took over as chairman of the Executive Committee of the Kirovsky district of Leningrad.
