Step 1

Create a new file in Photoshop, fill it with any color, and then draw any flag - for example, the Russian tricolor. A simple two-dimensional image of the flag can also be downloaded from the Internet in a suitable resolution and added to the created background.

Having made the active layer with the flag, go to the Filter menu and select the Distort section, and in it - Wave. In the Wave filter, set the following parameters: number of generations - 5, type - sine, the wavelength should be at least 10, maximum 800, amplitude - 5-6, and there should be a checkmark at the repeat edge pixels item. Also you can hit randomize to specify other parameters and then apply the filter to the flag.

The flag has taken on a wavy shape, but it is still two-dimensional. Give the flag some volume - take a soft semi-transparent black brush with a mode value of darken and draw vertical stripes at the places of the bends, imitating shadows.

Step 2

Another way allows you to draw a flag, stylized as a volumetric ball. Create a new file and upload the image of the flag you want. Take the Elliptical selection tool and make a circular selection in the central part of the flag. Invert the image (Ctrl + Shift + I) and press Delete to delete the areas around the selection.

Now open the Edit menu and select the Stroke section. Draw a black outline around the circle. Go to the properties of the layer with the flag and set in the Drop Shadow tab the blending mode Multiply, opacity 64% and angle 120 degrees, and in the Inner Glow tab, set the blending mode to Normal, opacity 75%, source edge.

Create a new layer and in it make a new circular selection at the top of the flag circle. Fill the selected area on a new layer with a gradient, in which the white color turns into transparent. In the Filter menu, set a Gaussian blur with a radius of 20.

In a similar way, you can draw any other flag, creating your own symbols from scratch on its canvas. Draw an even rectangle and fill it with the desired colors, and then draw the symbols and patterns you need on the rectangle. Apply the Free Transform> Wrap function to the rectangle and stretch the flag so that it takes the shape of a canvas waving in the wind. Then select the Gradient overlay function and specify a black and white semi-transparent gradient in which black and white stripes alternate vertically. Fill the flag with a gradient for a 3D effect.
