Step 1
Find an image of Carlson on the Internet or among old cartoons. Carefully study its features and structure in general. The concept of proportions that you knew is violated by this character in all possible directions. You would rather draw a dwarf with a specific structure of arms and legs than a common person. Once you've found an example, start with the basics.
Step 2
Draw an oval body as well as a pose for the arms and legs. Note that it is easiest to draw the entire drawing with continuous straight lines, rather than dashed "shading" the drawing. This also applies when you paint on a computer.
Step 3
Continue adding small things. If you look closely, the drawing is insanely simple. The simplest brushes, simple facial expressions, easily depicted cartoon hair. Step 4

If you haven't worked much with shadows yet, the easiest way is to overlay the color in multiple layers. Apply the very first and faded color. Gradually, in 3-4 layers, apply brighter and more vibrant colors, highlighting the most important thing and creating a more realistic look of the character.
