By default, the up button on the cross is responsible for using the cell by the main character. This is a configurable parameter, for convenience, you can assign any other button in the game settings, the "Mouse / Keyboard Settings" tab, then "Custom Layout".

To enter a number, you need to call the phone (up key), then select the dialing mode on the phone (up key again). You may need to turn on Num Lock to dial numbers. If you enter the code correctly, the text Cheat Activated will appear in the upper left corner of the monitor, and the code will be saved in the outgoing call numbers.
