Take a small thick white cardboard, glue (you can take the "Moment" glue or the second "Moment", hot glue is also suitable) in the upper part of several multi-colored threads. Gather the threads with a small ribbon, tying it with a bow in the bottom third of the cardboard. Glue the bow knot too.
Glue the "balloons" buttons as in the photo - there are more "balloons" in the lower layer, and smaller ones in the upper layer.
