Biography
Tuleyev was born in 1994 in Krasnovodsk, his father died at the front, was raised by his stepfather. In 1964 he graduated from the Tikhoretsk technical school of railway transport, and in 1973 he received the specialty "railway engineer for the operation of railways" in absentia at the Novosibirsk Institute of Railway Engineers. In 1989 he graduated from the Academy of Social Sciences under the Central Committee of the CPSU.
Labor activity
Tuleyev's labor activity was directly related to work on the railway. He graduated from it as head of the Kemerovo railway in 1990. His first place of work was the station of the Novokuznetsk branch, where Tuleyev worked as a duty station.
Political and state activities
In 1991 he ran for President of Russia, taking 4th place and receiving 7% of the votes.
Since 1997, he was the Governor of the Kemerovo Region, holding this post for 20 years. In 2007, he successfully conducted telephone conversations with a terrorist (a former police warrant officer) who announced that he would blow up a residential building in Novokuznetsk. It was only thanks to Tuleyev that the terrorist attack was avoided, and the terrorist was neutralized and captured alive.
In 2009, he negotiated with a man who tried to take over a bank and took three cashiers and two guards hostage.
Fire in the shopping center "Winter cherry"
The tragedy took place on March 25, 2018. 64 people were killed, including Tuleyev's niece. The governor was asked not to come to the scene of the tragedy, so as not to complicate the search operation.
Immediately after the localization of the fire, a wave of spontaneous and organized rallies demanding the resignation of the Governor swept across the Kemerovo region and the country. Tuleyev himself said that there were no relatives of those killed and injured at the rallies, there were only "buzoters".
On April 1, 2018, Tuleyev appealed to the residents of the Kemerovo Region and to the President of the Russian Federation with a letter of resignation of his own free will.
On April 10, 2018, he was elected speaker of the Council of People's Deputies of the Kemerovo Region.
