The action begins in Florida (Emerald Bay), where Lieutenant Mitch Buchannont (Dwayne Johnson) and his rescue team protect the beaches. They are an elite unit called the Malibu Rescuers. The goodie Mitch saved more than 500 people while guarding the beaches, which is why his authority is unconditional. Vacationers love him, but there is always someone who does not like the well-deserved status of a prominent person. Local police officer Garner Ellerby disliked Mitch, and also his boss, Captain Thorpe.

It's time for Mitch's next morning patrol. Walking calmly along the beach, he notices a small bag of drugs, which is carried by the waves near the Huntley Club, owned by businesswoman Victoria Leeds. Naturally, the rescuer became interested in what had happened.

Trials begin to recruit a recruitment of new rescuers, where three people stand out vividly: surfer Summer Quinn (Alexandra Daddario), Mitch's old friend Holden, computer nerd Ronnie and Matt Brody (Zac Efron). Matt is a former Olympic champion with two gold medals. But due to one unpleasant incident, he dropped in the ranking to the very last lines and was sent to Emerald Bay for corrective public works. He got drunk before the competition and vomited right in the pool. Naturally, the jury perceived this situation as complete disrespect for the event.

But for the image of the team, according to Thorpe, the Olympic champion should be left for the city council to change the decision to cut funding for the Malibu Rescuers.

Next, Mitch begins to train Brody, who gradually acquires teamwork skills. Soon the yacht catches fire, rescuers go to the rescue. Brody refuses to obey Mitch's orders and tries to resolve the situation on his own. As a result, he almost drowns, Summer pulls him out of the water. The yacht's passengers were rescued, but one of them did not manage to get out alive. It was a city council official. Mitch decides to investigate with his own hand, but Ellerby interferes with him, saying that this is the work of the police. Brody decides to support Ellerby, and in the end the whole team stands up against him, supporting the leader Mitch.

Leeds is throwing a party soon after. Brody gets drunk again, although he has to watch for safety. Mitch decides to teach him a lesson and humiliates him in front of the whole crowd. In the morning, Brody is trying to rethink what he has done, in the morning he goes to Mitch and apologizes for his act, and also asks for a second chance to prove his professionalism. Mitch does not refuse him and even calls for the next "special" operation. They make their way to the morgue, where they see that two Leeds bodyguards are replacing the pathologist's report with a fake one in order to cover up traces of the drug crime. Summer records it on his phone, but, naturally, they are discovered and one of the bodyguards breaks the gadget.

The team made sure Leeds was drug-related. Mitch and Brody sneak into the club's kitchen undercover. As a result, they see how the workers get drugs from barrels of fish.

But at this time a misfortune happened: the body of a man with the tracks of a shark is thrown onto the beach. Thorpe, inflamed, fires Mitch after leaving office. Brody is appointed as the new lieutenant. Reluctantly, Brody agrees. Mitch starts working in a cell phone shop.

Soon Brody finds drugs on the beach again and decides to steal the report on the second victim from Ellerby and hands it over to Quinn. Ronnie helps hack Leeds' servers. How fortunate that the team found its own programmer. It turns out that Leeds wanted to privatize the entire beach: it systematically bought or destroyed every rival land owner.

Private party time Leeds. The team infiltrates her and at the bottom of the yacht they find a box of drugs. Brody is being caught. Ronnie and Parker use fireworks to distract people, Brody and Mitch catch up with Leeds on their way to her helicopter. Mitch decides to raise his adrenaline levels and deliberately injects himself with a sea urchin. Shoots Leeds with fireworks and rescues Brody again.

Ellerby arrives and arrests Thorpe and Leeds' henchmen, apologizing to Mitch.

Ronnie and Brody begin a relationship with Parker and Summer. Mitch is reinstated and also officially recruits Ronnie, Summer and Brody into the Malibu Rescue Squad. Then the well-known Pamela Anderson appears - the new head of the team.
